So technically MangaGamer is not even required to supply a disclaimer that all characters are over 18. Basically it is up to their discretion which games they choose to release, and which are appropriate given current laws in the locale they are released in. They are not breaking any laws or even violating any specific moral code. This case just happens to aggravate your personal rationale for whether those girls are over 18 or not.
